6.0: READING/ADOPTION OF THE AGENDA/ MINUTES OF THE LAST MEETING
The agenda for the meeting and the minutes of last meeting was read by the secretary Pharm. Orimoloye Oluwaseun.

The motion for adoption of the agenda was moved by  Pharm. Olabode Ogunjemiyo FPSN and it was seconded by Pharm. Martha Ajayi.

The motion for the adoption of the minutes of the last meeting was moved by Pharm. Adekola Samuel FPSN and was seconded by Pharm. F. O Oluwatimilehin FPSN.it was underscored that the names of the chairman and the secretary should be included in the final version.

7.0 DISCUSSION FOR THE DAY
7.1 PSN ESTATE BOARD
– The members were announced to the house ably led by Pharm Samuel Ademola FPSN,the estate board was tasked with overseeing estate matters on behalf of the Society in Ondo State.

7.2 PSN COOPERATIVE SOCIETY – Pharm, Adetunji Solomon, the secretary of the cooperative society, enlightened the house on the cooperative.Pharm Ashaolu Kunle FPSN also shed more light and encouraged members to make good use of this opportunity.

7.3 PHARMAGROWTH SOLUTION LIMITED

The Chairman explained the idea of the company to the gathering, key notions include;
– it’s the property of the  PSN In Ondo State established to serve the purposes of the society.
– Everybody can use it for their business purposes as it helps to advance members business goals in synergy with the association.
-It creates opportunity for all and can serve as a revenue earner for the association.
-Pharm. Akinyemi Adedayo sought clarification on the kind of business that the company will be engaged in and the gains for members.

The proposed Directorate include

Pharm. Ashaolu suggested that the PSN chairman should be included on the directorship (silent contribution ) as the visionary leader that championed the existence of the company with a role to give guidance to the company leadership.
The Chairman replied that the company would last beyond his administration with emphasis that all decision depends on the conclave of the Annual general meeting. He suggested that  the upcoming young pharmacists can competently  drive the vision of the company.
The  motion for adoption for the establishment of the company was moved by  Dr. Samuel Adekola FPSN and seconded by Pharm. (Mrs) Adebisi Adeyewa.

7.4 GOOD PHARMACY PRACTICE COMMITEE
– The report on the meeting with the Director of Pharmaceutical services and The State officer was given by Dr. Samuel Adekola.

He expounded on the genesis of the committee and the gaps the committee is expected to fill.

He noted that guidelines will be penned down and the committee will help the profession to move forward.

7.5 THE APPOINTMENT OF DR SAMUEL ADEKOLA AS A CONSULTANT BY THE GOVERNOR OF ONDO STATE
Dr Samuel Ademola FPSN was recently appointed by The Executive Governor of Ondo State as the consultant on Drugs, medical Consumables, and Pharmaceuticals/Health investments.

The house congratulated him on his appointment.
7.6 ICONS OF PHARMACY INITIATIVE

The initiative to honour and celebrate Elderly Pharmacists(Above 70)who have contributed to the upliftment of the profession in Ondo State was presented by the chairman.
The programme is expected to hold as a major celebration in the month of April,every year.

The programme was approved by the entire house

7.7 UNION MATTERS
-The need to have a separate union to  solely dedicated to the needs of Pharmacists was discussed extensively.Members noted it was high time we pursued a union populated solely by colleagues and acts in the best interests of our profession.
-The Chairman informed the house that a letter will be sent to council advocating our position and urging the council to pursue this fervently.

 7.8 ANNUAL DUES
– The Chairman briefed the house on the challenges we had with pharmagateway on dues remittance and reconciliation which informed the decision to have members pay directly to state accounts, instead of going through the app.,
Pharm. Ogunjemiyo Olabode,said we should request to be admin on the app in order to have access to our accounts directly and we should continue on pharmagateway as it helps to simplify payments and also curb the evasion of payment of dues.

7.9 LETTER TO THE REGISTRAR

A letter was written to the registrar to reinforce the need for private hospitals and healthcare facilities to undergo proper registration with PCN in compliance with the Pharmacy act 2022, before being allowed to dispense medicines.

Premise registration and supervision of all aspects of drug management by a Currently licensed pharmacist and the dangers of unregulated administration and dispensing of medicines were highlighted.

Private health facilities must comply with stated  laws before accreditation by ODCHC in Ondo State.

8.0 REMEMBRANCE OF RECENTLY DECEASED PHARMACISTS

A minute silence was observed for Pharm Olu Olonite, Pharm Wole Ojo and Pharm Bambe Kehinde who recently passed into Glory.
All members were enjoined to attend Pharm. Olonite’s burial on the 5th and 6th February, 2026

9.0 LECTURE ON SECURITY BY PHARM. OLABODE OGUNJEMIYO FPSN.

Pharm Olabode Ogunjemiyo enlightened us on the need to be security conscious due to developments in the country.
KEY POINT OF THE LECTURE INCLUDE:
– Check all your windows and doors
– Switch on security light
– Fire extinguishers everywhere
– Don’t board a bus filled with just all members of same sex or opposite sex.
– Don’t carry or count money openly in the bus
– Don’t take any unnecessary risks by picking random passengers as a form of help
– Lie flat during exchange of gunfire
– Lock your car doors anytime you are in it.
– Don’t display valuables in your car openly e g phones,jewelry or bags or power banks.
– Install security demobilisers in your car
– Don’t buy phone from unknown source
– Only God has ability to secure without regret

10.2 ENTERTAINMENT

The Zonal Coordinator for Akure Zone,Pharm Adeolu Titus Thanked members for their contributions.

He also spoke to those yet to contribute to do so towards the march meeting.

The details of expenses were stated vis
Total amount realized was – #315,000.00
Total Amount spent – #295,000.00

leaving a balance of 20,000naira.

4.0: WELCOME REMARKS
 The Chairman apologized for the shift in date of the meeting which might have led to poor attendance. He promised a short meeting. He welcomed members of the Board of Fellows, Former Presidents, Technical groups chairmen and all ALPS members present for their dedication.

He further said there will be presentations during the meeting. He also said that four of our colleagues are strong and we should keep them in prayers.

He rounded up by highlighting the recent promotions in the profession vis The appointment of the new Executive Secretary for ODHCMA and the appointment of a new Director of Pharmaceutical Services for The State Ministry of Health.

7.0 LECTURE ON HERBAL MEDICINE RESEARCH BY PROFESSOR ADEGEYE

Professor Adegeye,a known figure in the use and development  of herbal medicines, enlightened the gathering on his journey into this field of research. he spoke on several products he has developed and their uses. Several of his products were showcased in the process followed by a question and answer session.

8.0 LECTURE ON THEEVOLUTION OF PHARMACY EDUCATION BY PHARM OGUNJEMIYO OLABODE FPSN

Pharm Ogunjemiyo Olabode outlined the history of Pharmacy practice and the evolution into what it is as a profession today. Key points include

  • Formation of Association of Dispensers and its metamorphosis to PSN in 1956
  • Hospital pharmacists formed The Nigeria union of Pharmacists (NUP) after independence
  • The NUP was dissolved in 1977
  • The Pharmacists Board of Nigeria was formed and lead for the first time by a Chief Pharmacist in1964
    There was No Pharmacy division under the Ministry of Health until much later
  • NOTABLE PIONEERS OF PHARMACY PROFESSION
    – Mr. Richard Zaccheus Bailey (Popularly known as ‘The Doctor’ Obtained his license to practice from The Governor General)
    – Thomas Ekundayo Philips 1864- 1964 operated around Fagbe market 1947-1951, He was the First president of the PSN.
    – Prof. Abuwa – First Professor of Clinical Pharmacy in West Africa.

    Olori Akande appealed passionately to everybody to pay the #50,000.The payment was extended till next year. Those who paid a part this year are to complete it next year.

POSITION PAPER ON PUBLIC SAFETY, MEDICINES GOVERNANCE, AND THE MANDATORY ROLE OF SUPERINTENDENT PHARMACISTS IN ONDO STATE

WHY NIGERIA MUST ENFORCE THE PHARMACY ACT, 2022 TO SAVE LIVES: ONDO PSN SPEAKS ON THE IMPERATIVE ROLE OF SUPERINTENDENT PHARMACISTS IN HEALTHCARE DELIVERY IN NIGERIA

.A POLICY APPEAL IN SUPPORT OF THE PHARMACY ACT, 2022

1. Introduction
Healthcare delivery is a team-based enterprise, not the exclusive preserve of any single profession. Safe, effective, and ethical patient care can only be achieved when all statutory health professionals function collaboratively within their defined scopes of practice.
Recent tragic incidents involving medication and anaesthetic errors, including overdose cases during surgical procedures, have once again exposed deep systemic weaknesses in Nigeria’s health institutions, particularly the absence or marginalisation of Superintendent Pharmacists in both public and private healthcare facilities.
This document appeals to the sensibility, responsibility, and foresight of governments at all levels to fully implement and enforce the provisions of the Pharmacy Act, 2022, especially as they relate to the mandatory engagement of Superintendent Pharmacists in all health institutions where medicines are procured, stored, dispensed, or administered.
2. Propofol Overdose: A Symptom of Systemic Failure
1.Propofol is a high-risk anaesthetic medicine with:
2.A narrow therapeutic margin
3.No reversal agent
Profound effects on respiration and cardiovascular function.
In cases of overdose, particularly in infants and young children, Propofol can cause:
Severe respiratory depression or apnea
Profound hypotension and cardiac collapse
Metabolic acidosis and multi-organ failure
Such medicines demand strict pharmacological oversight, precise dosing protocols, controlled storage, and institutional accountability. Where these safeguards are weak or absent, avoidable harm and fatalities occur.
The recurring nature of medication-related adverse events in Nigerian hospitals points not merely to individual error, but to a systemic governance failure, chief among them, the exclusion of pharmacists from decision-making and operational control of medicines.
3. The Superintendent Pharmacist is the Custodian of Medicines and Patient Safety
Under the Pharmacy Act, 2022, the Superintendent Pharmacist is legally recognised as the professional custodian of medicines within a healthcare institution. Their responsibilities include:
Oversight of procurement, storage, distribution, and use of medicines
Ensuring compliance with pharmacological standards and regulations
Preventing medication errors through professional checks and balances
Establishing safe-use protocols for high-risk medicines
Acting as the final professional safeguard between medicines and patients
Pharmacists are often the last point of professional contact for patients who come to hospitals primarily to receive medicines. Ignoring this reality undermines patient safety and contradicts global best practices.
4. A Distorted Narrative in Health Workforce Planning.
For decades, governments at various levels in Nigeria have been misled into believing that:
Only Physicians are essential to hospital operations
Other health professionals are optional or secondary
This misconception is reflected in:
Employment advertisements that recruit Physicians while excluding Pharmacists.
Weak enforcement of medicines regulations
is dangerous, outdated, and unsustainable.

Healthcare is analogous to the human body:
1. The brain cannot function without the heart
2.The heart cannot function without the lungs
3.No single organ can survive in isolation
Likewise, doctors, pharmacists, nurses, laboratory scientists, and other professionals are interdependent. Exalting one profession at the expense of others destabilises the entire system.

5. Legal and Moral Obligations of Government

The Pharmacy Act, 2022 is not advisory, it is law. Governments and health institutions have both:
1.A legal duty to comply with its provisions
2.A moral obligation to protect patients from preventable harm
3.Failure to engage Superintendent Pharmacists:
Violates statutory requirements
Weakens medicines governance
Exposes patients to avoidable risks
Increases institutional and governmental liability

6. Policy Recommendations

We respectfully call on governments at all levels to:
A.Mandate the appointment of Superintendent Pharmacists in all public and private health institutions where medicines are handled.
B.Enforce full compliance with the Pharmacy Act, 2022, without professional bias or selective implementation.
C. Include pharmacists in health workforce planning, budgeting, and recruitment exercises.
D.Recognise medicines management as a specialised professional function, not an administrative afterthought.

Medication safety is not optional.
Professional balance is not negotiable.
Patient lives are not expendable.
A healthcare system that sidelines the custodians of medicines endangers the very people it exists to serve. The full recognition and deployment of Superintendent Pharmacists, as provided for under the Pharmacy Act, 2022, is not only a statutory requirement—it is a national imperative.
We urge governments at all levels to act decisively, correct historical misconceptions, and restore balance to Nigeria’s healthcare system, for the safety of patients today and the sustainability of healthcare tomorrow.

Members of the University Community,

Ladies and Gentlemen.

It is my honour and privilege to lead the delegation of the Pharmaceutical Society of Nigeria (PSN), Ondo State Branch, on this courtesy visit to you, Professor Adejuyigbe, the newly appointed Vice Chancellor of our great University of Medical Sciences, Ondo.

On behalf of the entire body of Pharmacists in Ondo State, I wish to heartily congratulate you on your well-deserved appointment. Your track record of excellence, leadership, and dedication to medical education assures us that the University is in capable and visionary hands.

The PSN has been a proud stakeholder and partner in the growth of this University since its inception. We recall with appreciation the collaborative relationship we enjoyed with your predecessor, Professor Segun Fatusin, and we look forward to an even stronger partnership under your dynamic leadership.

Madam Vice Chancellor, our main point of interest in this University remains the Olu Akinkugbe Faculty of Pharmacy. It is a growing faculty with enormous potential to produce highly skilled Pharmacists who will serve humanity with competence and compassion.

We therefore appeal that your administration continues to give special attention to its development by nurturing it, equipping it with the necessary human and material resources, and supporting the recruitment of qualified academic and non-academic staff.

As a remedy to the current shortage of manpower, may I respectfully suggest that the University consider engaging some of our members who hold Master’s degrees and Fellowships of the West African Postgraduate College of Pharmacy as adjunct lecturers. These professionals possess vast knowledge and practical experience that can enrich the teaching and mentorship of students. We must tap all available professional resources to achieve excellence.

We also plead with you, Madam Vice Chancellor, to see yourself as the mother of all the various professionals within the University community, relating with everyone fairly and justly, and ensuring that every discipline receives its rightful recognition and share in the growth of this great institution.

Permit me to remind you of a proposal earlier initiated by your predecessor, the naming of a space (Lecture Theater or Laboratory) within the Faculty of Pharmacy in honour of the PSN Ondo State. We humbly appeal that this noble request receive your kind and favorable consideration, as it will further cement our partnership with the University.

We also advocate for a closer relationship between the University and the UNIMED Teaching Hospital, particularly in the area of accreditation for internship and hospital practice for students of the Faculty of Pharmacy. Strengthening this linkage will provide excellent clinical exposure and practical experience for our future Pharmacists.

Madam Vice Chancellor, please be assured that the Pharmaceutical Society of Nigeria (PSN), Ondo State Branch, will continue to stand by the University as a dependable partner. We remain ready to collaborate with your administration and the Faculty of Pharmacy in all endeavors aimed at advancing pharmaceutical education, research, and community health service.

Once again, congratulations, Ma, on your appointment. We pray that your tenure will bring unprecedented growth, peace, and distinction to the University of Medical Sciences, Ondo.
